The Blades were the council of nobles that governed the city of Mulmaster in the Moonsea.[1]
The Blades were sixteen of the most preeminent citizens, normally from the noble houses of the city. The Blades were ruled by the High Blade, the titular ruler of Mulmaster.[1] They were based in the Tower of Blades.[2]
