Relationship to Celestial Empire[]
Is this category not kind of a duplicate of Category:Celestial Empire? Original that one was meant for the Kara-Turan pantheon, and thinking about it, the Celestial Bureaucracy/Empire would contain both deities and non-deity "inhabitants" (spirits or dragons), but still I don't know if this might not better be one category somehow.
