Corneil was a conjurer and a member of the Cowled Wizards who lived during the mid–14th century DR.[1]

Corneil served as the Cleric Upkeep of Mystical Regulation. He was tasked issuing licenses to spellcasters who wished to freely cast magic in the city of Athkatla.[1]
The fee for one of these licenses was 5,000 gp.[1]
