Fochu was the main city of the Fochu Peninsula in Wa. It was a violent and corrupt city. The shogun usually assigned his least-skilled administrators there.[2]

The city was surrounded by arid plains and infertile farmland. Its inhabitants worked in fishing and weaving.[1]
