I want to write about the quai planes as they relate to forgoten realms but theres so little information regarding them is it ok if i use mystara and planechase stuff if i remove setting specific things

I suppose Mystara is OK, as long as it doesn't contradict any Realms-specific lore (or core D&D, if no explicit Realms-related information is available). It would be nice too if you can cite the sources that provide the Realms connections to those planes.

Planechase, however, is not a D&D source, and since Magic: The Gathering is not (yet) considered D&D canon, it would not be appropriate to include it as a source for lore. If something explicitly relating to Planechase is published in an official D&D source (like the upcoming Ravnica book), then it would become canon, but not before that.

There really needs to be some Realms connection to justify adding info from other settings. Info from other settings is below Core D&D information in the Forgotten Realms Wiki:Canon policy, so it can only be used if it doesn't contradict sources above it in the hierarchy. Most of us are not familiar with Mystara so we have no way of verifying facts. Citations will be essential, and we can help you make those if necessary.

I assume that you mean the quasi-elemental planes? There is a lot of information about them in both core and Planescape settings over multiple editions. Such sources should definitely be used before Mystara ones.

Have you seen the Quasi-Elemental Plane of Radiance page? It is a good example of how new pages for the other quasi-elemental planes should look.
