Lord Hael was the member of the Council of Lords in the city of Zhentil Keep during the mid-to-late 14th century DR before that city's desttruction.[1]

Years of exposure to mind-affecting drugs and spells from both Manshoon and Fzoul Chembryl left Lord Hael an old mumbling fool whose only contributions to the Council was to raise his hand for votes in favor of the desires of the Zhentarim or Church of Bane.[1]
Hael's estate was located in the eastern section of Zhentil Keep's Inner Quarter on Rogues' Way and the Street of Bones.[2]

Hael's only son eagerly awaited his demise so he could take his seat on the Council.[1]
