Several organizations attempted to claim this title over the many years Waterdeep existed. From 1255 DR, until it's near destruction and exile in 1298 DR, the Shadow Thieves were the closest claimant to the title. After 1298 DR, no organization could claim the title and the rise of the Red Sashes in 1311 DR put further pressure on stopping any would be claimant. In 1368 DR, the Xanathar Thieves' Guild attempted to claim this title but the work of the Red Sashes has severely hampered the Xanathar Thieves' Guild.
