Aww, I was looking forward to adding the stats from Legends & Lore ;-). But I see the argumentation.
In the end I think it's not that surpring, though, that Planescape distributed that Chinese powers through the Outer Planes and ignored the Spirit World. That concept does not mesh very well with the "orthodox" 2nd editon Great Wheel cosmology (just like the Upper World from the Native American pantheon or the "world above" of the Aztec gods). - The Land of the Immortals on the Ethereal Plane, where three deities and the "Eight Immortals" of the Chinese pantheon dwell, harkens back to that, though.
