No, not necessarily. I could certainly see a swordmage also being a bladesinger, but don't forget that bladesingers are a prestige class with specific requirements that do not include an, at that time, unavailable class. Basically - any prestige class that existed before 4e can't be swordmage-exclusive.
Also, alot of the bladesinger flavor, if I recall, is somewhat bardic. If anything, swordmages are closer to duskblades.
That said, I think that the FRPG's implications of eladrin having a long tradition of swordmages indicates that many bladesingers (which have to be elven, eladrin, or theoretically drow) are swordmages - but that it's not a requirement. However, we can't be entirely sure until someone in WOTC canonically links bladesingers and swordmages together, either through a novel, a game, a comic, or a supplement.
