A yoke of underwater action was a magical yoke that allowed its user to harness a pair of horses to a chariot and gain the ability of subaqueous travel.[1]

Using the yoke, the chariot could be drawn underwater by the horses at their normal speed. The horses were able to breathe in this watery environment as easily as air, along with all those who were riding in the vehicle.[1]
